States resist federal DUI standards amid incentives cut

Washington notes that South Carolina faced a $1.8 million loss in federal incentives for not adopting the .08 BAC standard by the Oct. 1, 2003 deadline. State Sen. Hawkins pushes to drop intoxication to .08, while Rep. Altman denounces the federal push as blackmail. The response reflects a broader 16 month fight over DUI policy and car seizure proposals.

South Carolina Redistricting Could Reshape Congressional Map

Federal and state judges weigh possible changes to Clyburn's 6th District as lawmakers failed to approve a plan. If struck down as unconstitutional the current lines could be radically altered, affecting SC's political makeup and the balance of black voters across rural counties, Columbia, and Charleston. The drawn maps face scrutiny after legal battles and a 1997 settlement set the current shape.

Aiken Council Debates Board Appointment Overhaul

After November elections Richard Smith and Jane Vaughters push an eight year term limit to open boards and commissions. Current members oppose changes noting a council majority can appoint. Proposed plan would force a year off for many of the citys 74 appointees across 13 boards and commissions. City Council meets at the Municipal Complex 214 Park Ave SW.
