Prospect For Arms Cutback Bright In U S Soviet Talks

In Moscow, prospects for deep arms reductions in Europe appeared bright as the United States and the Soviet Union resumed intensive negotiations on non-nuclear weapons. A new U S proposal to settle a dispute over combat aircraft restrictions aided the optimism. Baker said he hoped for progress, while Shevardnadze noted some movement. The talks also considered deeper tank cuts and a cap on troops in Central Europe, with possible reductions of about 400,000 Soviet and 100,000 American soldiers. Discussions cover strategic and non-nuclear weapons, and a ban on chemical weapons production.
