Senate Judiciary Votes Down Proposed Minibottle Changes
The South Carolina Senate Judiciary Committee unanimously approved ratification of the minibottle amendment but rejected changes to the enabling bill. The panel kept one corrective measure allowing minibottle sales by retail outlets, while dismissing proposals on health rating requirements and lower license fees. If ratified, a month delay could occur before minibottles begin and brown bagging ends.

The South Carolina House discussed a proposed constitutional amendment to lower the age of responsibility from 21 to 18. Rep. Julius Baggett objected, delaying a potential vote while supporters note 18-year-olds can vote. If approved by both houses, it would go to a 1974 general election referendum.
