In Lima, military patrols engaged looters and arsonists in night raids as Velasco's six year rule faced its worst crisis. Officials did not release exact figures, but unconfirmed sources cited about 30 to 50 dead and over 100 wounded as a government declared a holiday to curb violence.
Khmer Rouge rockets struck central Phnom Penh killing 12 and wounding 45 including many schoolchildren in a crowded classroom. The bombing marks the heaviest toll since the insurgent offensive began New Year’s Day with 553 rockets fired into the city and airport, killing 74 and wounding over 335 overall. One blast hit near Watt Phnom College, a private school for Chinese and Vietnamese families.
Eritrean rebels struck a government convoy carrying troops and arms to Asmara near Dekanhale about 15 miles south of the capital. Casualties were not confirmed, and reports said Asmara remained calm though surrounded by Eritrean Liberation Front forces.

Thieves climbed a scaffold at Urbino Ducal Palace to steal Raphael's The Mute Girl and Piero della Francesca's Madonna of Senigallia and The Flagellation of Christ. The canvases were removed from their frames leaving frames, and value could not be estimated. The incident dubbed the greatest art theft in modern Italy by police.

Delivery began yesterday as Grant arranged the lease with authorization from five Democratic commissioners.
In Washington Republicans join the opposition to President Ford's oil import tariff as Democrats in Congress begin to dissect the economic energy program. Sen. Russell B. Long vowed action Friday on the House passed tariff repeal and to report to the Senate next week.

Owens Corning Fiberglas plans to lay off 100 workers a week from today with two more furnaces closed by Feb 13. Total cuts since last November reach about 500, reflecting general economic conditions. Employment fell from 1,850 in fall 1974 with 300 laid off by year end. Brelsford noted no further layoffs are certain.
