The International Clown Hall of Fame will relocate from Delavan to downtown Milwaukee in spring, aiming to boost the city’s economy with hundreds of thousands of visitors annually. Officials announced the move on Monday.

Blue Cross and Blue Shield of South Carolina will drop Aiken Regional Medical Centers from its PPC network effective at midnight. About 8,000 customers in Aiken, Edgefield, and Barnwell counties are affected, while Westinghouse Savannah River Company employees remain outside the PPC plan due to self insurance. ARMC and Blue Cross blame a 20 percent PHO payment demand for the breakdown and urge customers to contact the hospital. ARMC says negotiations continue.
A federal judicial order on remapping could force the entire Aiken County House delegation to seek new terms in 1997 primaries and general elections. Representatives Sharpe Smith Beck Clyburn discuss a domino effect as district lines are repositioned and up to 22 House districts may be affected.
Aiken County and city officials remind residents that Class C fireworks are legal countywide but subject to strict limits. Within city limits only sparklers and small Grecrackers are allowed, while outside the city discharges are permitted with distance rules and prohibitions on throwing from moving vehicles. Penalties range from fines to jail time for multiple offenses.
