Budget cuts threaten progress at youth jails in South Carolina
DJJ Director Bill Byars warns that deeper cuts could derail gains at the South Carolina Department of Juvenile Justice. He notes tax-revenue declines have slashed the state budget by over 25 percent, risking overcrowding and higher recidivism if layoffs and program reductions continue. Since 2003, DJJ facility population fell from 1,600 to under 1,200.
