New York Ford asserts his top achievement was reuniting a divided nation and cites the economy as his key disappointment while noting failure to secure a second START. He predicts Carter will find campaign promises hard to keep in the Oval Office. Ford plans a tax cut via higher personal exemptions and lower corporate taxes when Congress convenes on January 4.
President elect Carter says he will push continuous job creation legislation and use tax cuts to supplement efforts. He also wants to reach a new SALT limit with the Soviet Union before the current pact expires in October.

Wagner will bear most of the extra cost while cities like Aiken face higher shares. Original project cost rose from $31.0 million to $37.6 million with front end funds and an extended EPA grant now set at about $2.08 million, over 30 years.
President elect Carter holds preinauguration cabinet meetings on a secluded Georgia island estate. The talks focus on possible tax cuts and the economy as Carter plans a Christmas visit before flying to St Simon's Island aboard a chartered plane. Mondale and most cabinet members travel from Washington on an Air Force jet.
Aiken County Council will hold a special meeting Tuesday at 7 p m to give first readings to two Public Service Authority ordinances. One ordinance empowers the chairman to execute right of way encroachment permits with the Southern Railway for Horse Creek Basin Water Treatment Facility trunklines. The other ratifies the PSA’s action in selecting Farmers and Merchants Bank of Aiken as trustee custodian of funds from the cities and companies funding the Horse Creek Basin Waste Water Treatment Project, and authorizes a trust agreement with the bank.
