Director J C Busbee warns of a growing shoplifting threat as holiday crowds swell. He cites national totals of 3.65 billion and local November four cases plus last week’s four, urging merchants to assign watchers and report incidents to deter thieves amid juveniles and adults alike.
American and Soviet negotiators at SALT held their 14th session in the current round and recessed until January 4. A conference source described the session as very serious and lasting one hour and 40 minutes. No position announcement was made after more than two years and 106 sessions across six rounds alternat ing Vienna and Helsinki. The talks aim to curb nuclear missiles under government instruction.
Sheikh Mujibur Rahman, leader of the Awami League, will be shifted from imprisonment to house arrest in West Pakistan. He has been jailed since President Yahya Khan ordered his arrest on treason and war charges after the East Pakistan crackdown last March.

CIA Phoenix aimed to neutralize Viet Cong, with reports of North Vietnamese and Viet Cong detainee releases considered earlier. Also noted: U.S. air strikes expanded inside North Vietnam this year. Kurt Waldheim, Austrian career diplomat, is assured as United Nations secretary general for five years starting Jan 1. The Security Council backed him after three rounds of voting, with vetoes falling on rivals from Finland and Argentina and China lifting its veto. Waldheim praised the charter's possibilities for an active leadership.
North Augusta officials report a morning robbery at the Plaza cafeteria. Manager Charles E. Windham says a gunman forced him inside and into the safe, then ordered him to open a rear door.
