Cuban cigar boom not yet as U S travelers gain relaxed limits
Miami sellers and customers say a limited allowance for Cuban goods will not spark heavy buying or new stores. A few cigars may travel back with visitors, but prices, travel costs, and lingering embargo keep demand modest and many smokers preferring Nicaraguan brands.

Bush officials gave CIA wide latitude in interrogations
In July 2004 senior Bush security officials authorized harsh CIA interrogation tactics on al Qaida detainees linked to a supposed plot to disrupt the election. The detainee Janat Gul endured torture at a Romania site but denied knowledge of any plot. CIA records suggest Gul was not the hardened terrorist expected, yet the White House and Justice Department did not receive or relay these findings. The case exposes a strained White House CIA relationship over the brutal program. Alberto Gonzales says White House had no duty to manage the program, and spoke on the record only once.
