The Northeast will see a partial solar eclipse covering about 63 percent of the sun with a lighter eclipse in southern areas. Tonight observers can also watch the annual Geminid meteor shower, a historically ominous event in many traditions.
Cloudy wet weather hindered Friday the 13th partial solar eclipse across the nation. The moon covered up to 60 percent in the northeast while Los Angeles saw about 19 percent. Snow was forecast for the Rockies and Midwest regions, with rain across the Ohio Valley and Atlantic seaboard.
The Senate prepares to cut off debate on a Scott amendment that would curtail the governments authority to withhold federal funds from non compliant school districts. The Holt amendment previously altered a 6 billion dollar HEW appropriations bill. Senator Byrd filed a petition to end the filibuster while Senator Allen plans to filibuster.
Secretary of State Henry Kissinger said the US is considering measures to prevent oil prices from dropping enough to endanger development of alternate energy sources. He also noted limited progress on Greek Turkish Cyprus peace talks, limited to procedures rather than substance.
In Vienna the 13 nation group agreed to postpone Iran's proposed price rise linked to Western inflation. The 42nd OPEC ministerial council neared a unitary market price format to curb profits of multinationals under the current system. A bomb threat forced the session to move to a downtown hotel after a second alert in as many days.
Israeli security forces report the detention of about 25 Arab guerrilla suspects in the Gaza Strip including a judge accused of leading Al Fatah terrorists. In southern Lebanon, aircraft gunners fired at Israeli jets driving them off the coast of Sidon and Tyre four times with no hits. The action follows Israeli artillery on Nabatiyeh in retaliation for rocket fire on Safad and an air raid on Palestinian camps near Beirut.
Dense patchy fog and dull damp conditions began the day with cautious notes. Highs near 62 degrees are forecast for tomorrow with a 20 percent chance of rain and a warm 50 degree night, umbrellas advised for Sunday.
President Ford sent a telegram of congratulations to Gov elect Jim Edwards at a Republican Woman's Club luncheon. Edwards invited area Republicans to tour the Governor's mansion after the inauguration, noting many have never seen that side of government. The event was hosted by the club and the telegram was read by Joan Owens.

Congress rushes to expand unemployment aid and block a multibillion tax bill. Senate approves 7.5 billion jobless package. House backs 2 billion for public works and 300 000 jobs. Tax plan to curb petroleum depletion and aid low and moderate incomes died 9 to 4 in Rules Committee.
The Aiken Jaycees exceed six hundred dollars in their annual drive to fund a Christmas shopping tour for needy children in Aiken County. The group plans the Dec. 21 tour funded by donations mailed to Jaycees Shopping Tour P.O. Box 707 Aiken.
The Salvation Army reports donations exceed $5,000 in its annual drive to aid the deserv ing residents of Aiken County. Funds support relief efforts for those facing hardship this Christmas season.
Aiken County deputies arrested Dwellie Hill 34 of Augusta after identifying him from mug shots in connection with the December 5 armed robbery at the Caper House in Bath. Hill is charged with armed robbery and assault with intent to kill and is jailed in Richmond County.
