A plan to provide college scholarships to South Carolina seniors with a B average and a 1000 SAT or equivalent score is in the works. The program would start next fall, phase in over two years, and cost about 16 million dollars in 1996-99 to reach 9,300 students, rising to 20,000 by 1999-2000 with up to 2000 dollars for four year students and 1000 for two year or technical college attendees.
