Gov Campbell backs a plan to roll back personal income taxes with 44 million in cuts over four years. Rep Bob McLellan questions the proposal, arguing the funding method and spending plan may be flawed despite broad board support. The Budget and Control Board approved the spending outline before presenting it to the General Assembly.
Twenty six American disaster relief specialists flew to devastated Armenia with eight dogs to sniff out survivors buried in rubble after the quake that killed tens of thousands. Team leader Bill Dotson, 44, of Charlottesville, Virginia, described the work as thrilling and brutal, detailing the mental brace required and recalling past missions in El Salvador, Mexico City, Puerto Rico, Colombia, and West Virginia.

Augusta developer says a 59 acre Woodward tract in Aiken, between Whiskey and Two Notch roads, will begin a $30.18 million mixed use project within two months. Blanchard and Calhoun Commercial ties of Augusta will build 300 plus apartments, three offices, a shopping center and a bank site. Westinghouse Savannah River Co eyed office space but details remain undecided. The land was annexed into the city in November.
