Local Teamsters leaders from 15 states along the eastern Seaboard review a tentative contract with United Parcel Service that could end the nearly 11 week strike. President Fitzsimmons presented the proposal to the bargaining committee, but approval by the 2% panel was not yet confirmed.
In Plains Georgia Billy Carter loses his mayoral race 90 to 71 to incumbent A L Blanton. Blanton, an air traffic controller near Albany and part time barber, defeats Billy Carter, whose brother is President elect. Carter warns that Plains faces trouble without him.
Detroit AP reports the federal choice not to require air bags in new cars drew praise from major auto firms and criticism from Ralph Nader. Transportation Secretary Coleman announced passive restraints would not be mandatory until 1981 at the earliest and proposed a demonstration program for 1979 and 1980 models due to public opposition.
President elect Carter begins a series of talks in Atlanta with prospects for his future cabinet. He will interview candidates today and Wednesday at the governor's mansion and plans to continue interviews in Washington on Thursday and Friday.

M D MacDowell 62 former director of Security and Services for Kimberly Clark Beech Island mill died at Aiken Community Hospital. A memorial service will be held Thursday at 2 p.m. at Shepherd Memorial Chapel St Thaddeus Episcopal Church where he was a member. He retired after 27 years with Kimberly Clark and was active in local groups including Gov Wests Management Review Commission and Paine College Cluster. He served in the Navy 1943 44 and is survived by his widow two daughters two sisters two brothers and two grandchildren. Contributions may go to Episcopal Home for Children in York.
The Senate in Columbia sees a clash over seniority as Sen. L Marion Gressette faces Sen. Tom Turnipseed from District 8. The Young Turks failed to unseat the five seniority picks by a 26 to 18 vote. Turnipseed vows the battle continues and calls the system ridiculous as he pushes for open proceedings and for meaningful legislation.
William Gary Cole alias William Gary Collins pleads guilty to the 1970s murder of Julie Widgeon near Ludlow Lake. He receives life imprisonment with hard labor from Judge E Harry Agnew after a four year pursuit by law enforcement. The rifle used was borrowed from a relative and Gary Jerrell was wounded in the case. Cole had previously pleaded not guilty at arraignment on instructions from counsel.

Mrs W and two children Anna and Dan are highlighted as needing support due to a limited budget and health challenges. An elderly man in a shack lacks food and electricity. Donations to Salvation Army Christmas Cheer Fund may be sent to the Citadel on Gayle Drive.
ERDA officials say local input will influence the final choice of site for civilian nuclear waste repositories and support up to six storage locations. Nathaniel Stetson notes public discussion is expected and a mutually acceptable process will govern site termination if problems arise. Savannah River Plant will contribute in defense waste handling as work continues on facilities and an environmental impact statement is planned for early 1977.
