Ethics debts rise as SC Ethics Commission lists top delinquent filings
The South Carolina Ethics Commission says late filings owe nearly 780000 in fines but only a fraction may be collected. Top debtors include Charlene Willman and Stanley Passey, each with amounts around 84 thousand, plus other candidates and lobbyists. Officials note most fines are long term and collection proceeds from income tax returns and wage garnishments are rare.
