Garvin Links Home Loan Rates to Competition Over Usury Ceiling
Lonnie A. Garvin Sr. of Southern Mortgage says competition in the public market fixes loan rates rather than the state legislature. He notes the usury ceiling, likely raised to about 10 percent, governs only the ceiling, not actual rates. He cites federal deposit rates, bank funding, and interstate money flows as factors shaping rates, and urges legislative consultation on the ceiling. Hastings Wyman adds that government cycles influence rate levels. Maryland raised the usury ceiling to 10 percent. Pennsylvania caps rates above $35,000 differently.
