Algerian government says Premier Kosygin will visit Algiers in October at the invitation of President Boumedienne. It would be the second visit by a top Soviet leader since Algeria gained independence in 1962. Dates were not announced.
U S Justice Thurgood Marshall and New York Mayor John V Lind attended a surprise birthday party for Roy Wilkins executive director of the NAACP. Marshall, the first Black Supreme Court justice, served as toastmaster and praised Wilkins for his contributions.
The South Carolina Election Commission reports 802 587 registered voters with Blacks about a quarter. White voters total 602 981 and Black voters 199 431 out of a 2 590 526 population. Jasper County has more Black than White registered voters, while Allendale Fairfield McCormick and Williamsburg show White majorities.
Washington RP The Cost of Living Council explains seafood price ceilings in verse. The quatrain says a fish not shelled shocked skinned or scaled yet after being netted remains unrestricted. The oddball poem signals policy classification of seafood under freezing rules.
Georgia Lt. Gov. Lester Maddox addressed about 800 people in Columbus criticizing the Nixon administration and the U.S. Supreme Court, saying they should go to jail. One of the men tied to a failed attempt to abduct accused murderer William Junior Pierce from Baxley jail was identified as the husband of one of Pierce's alleged victims. Appling County Sheriff J B Carter overpowered a shotgun wielding suspect, leading to arrests of six people on conspiracy to commit murder. Pierce’s trial is scheduled for September 20 in Baxley Georgia.
Ten empty school buses parked in a fenced Board of Education lot were blown up in Pontiac Michigan late Monday. No injuries were reported as the city prepares to open under a court ordered desegregation plan that would bus about 8000 of its 24000 students to achieve racial balance.
North Vietnamese and Viet Cong incidents dropped sharply, with 14 attacks on South Vietnamese forces in the 24 hours ending 6 am. Three Americans killed and nine wounded in ambushes south of Da Nang. Previous 24 hours saw 45 incidents. 51 in the day before.

Six men accused of killing two men and assaulting two women at a Belvedere motorcycle clubhouse were bound over for Grand Jury action. Accused are Osgood Leland McClellanville William Holland Vero Beach Richards Elkhart Faust Monroe Poe Cleveland Davis West Carrollton. Five were captured within two days, Davis later in Texas. A fugitive warrant is noted.
Washington AP reports a first outline of President Nixon's post-freeze plan will be drafted by September's end. A Stein-led task force will submit recommendations to the Cost of Living Council for shaping into final policy with some form of wage price control likely.
