Richardson's Lake Bias Probe Prompted by NAACP Complaint

State Attorney General Travis Medlock asked SLED Chief Robert Stewart to investigate an August incident at Richardson's Lake in Aiken where two black Cub Scouts were denied swimming privileges. The NAACP alleges possible violations of the 1990 Public Accommodations Act. Frank Williamson resigned after stating the lake had been segregated since 1950.

The City of Aiken and the U S Department of Justice discuss if the 2 1 voting setup is fair to minorities four council members by districts two at large and a mayor elected citywide are in place. Life Span for Americans Rises to 75 Years Five Months

Washington reports the average U S life expectancy edged up to 75 years five months from 1989 to 1990. Whites show longer lifespans than blacks with white males 72 years seven months and white females 79 years four months. the black gap narrows slightly. Heart disease remains the leading killer though deaths fell 14 percent from 1989.

Russia and Ukraine form joint military economic alliance

The two richest Soviet republics Russia and Ukraine announced a temporary military and economic alliance inviting other former Soviet states to join. The move undercuts Gorbachev and signals a shift away from a united union toward regional blocs. Local officials note the old union no longer exists but foresee a role for Soviet institutions as arbiters to prevent conflicts.
