Public Safety Officer Boynton announced a five year bike helmet program at the Aiken Department of Public Safety. About 400 helmets have been distributed to county children. Helmets are free with a requirement of three hours of community service at home church or neighborhood.
The Aiken Community Band, 85 members strong, will wrap up the annual Hopelands Gardens Summer Concert Series at 6 30 p m. The local ensemble traditionally opens and closes the series on page 2A.

COLUMBIA says South Carolina will need up to four years to restore fiscal health as lawmakers warn of another round of hefty budget reductions next year. About $500 million was shaved from this year’s spending, with agencies facing cuts and layoffs. The rainy day fund was tapped for 87.4 million in balancing last year, of which 38.8 million must be repaid next year, complicating the budget outlook.
