Columbia AP reports South Carolina hitch hikers and pedestrians on interstates will be arrested. Highway Patrol Col. P F Thompson says signs warn of arrest and a maximum $100 fine and 30 days in jail.
The Associated Press reports tobacco prices fell slightly on Tuesday in the South Carolina Border North Carolina Belt with most losses near $1 per hundred pounds. Some greenish leaf grades and non descriptive leaf declined $2 to $4 from Monday as quality dropped due to a higher share of nondescript material and fewer lugs and cutters.
Rep Mendel Davis of South Carolina endorses Rep Wilbur Mills of Arkansas for the Democratic presidential nomination. Davis, the youngest SC congressman, calls Mills a strong, modernizing leader who is in touch with people nationwide and understands the textile import issue facing South Carolina while backing an up to date defense.
The Medical University of South Carolina plans higher enrollment to ease South Carolina’s doctor shortage and quiet calls for a second medical school. President Dr William M McCord said freshmen enrollment rose 40 percent to a new high of 165.
Communist forces intensified attacks in South Vietnam firing on five U.S. units and destroying a major ammunition dump at Cam Ranh Bay. The South Vietnamese command tallied 26 enemy assaults in 24 hours including rocket and mortar salvos. civilians suffered nine dead 21 wounded in shellings an ambush and a bombing while American casualties were under a dozen wounded with no deaths.
Maryland Secretary of Personnel Henry G. Bosz described the week as chaotic while examining the President Nixon 90 day wage price rent freeze. He spoke with Governor Marvin Mandel and recalled asking the Office of Emergency Planning for Maryland impact details and receiving a hopeful but slow response.
Richland County School District One attorney Frank Mood says teacher salaries are subject to Nixon's 90 day price wage freeze. If a contract starts after August 14 no pay raise is allowed. contracts beginning before August 15 may still grant a wage increase.

Witnesses at Col. Oran K. Henderson court martial describe after action at My Lai in March 1968. Army photographer Ronald Haeberle says he was troubled by children’s deaths and kept color photos, fearful of reporting. Army reporter Jay Roberts recalls fear of exposing cameras and future field dangers. Henderson faces charges of failing to investigate, failing to report, and lying. He is 51.
Cambodian High Command reports 300 North Vietnamese and Viet Cong killed in eight hours of fierce fighting as government troops advance through flooded paddies along Highway 6 north of Phnom Penh. South Vietnam reports a giant ammunition dump blown up at Cam Ranh Bay injuring several American GIs. Cambodian spokesmen say 16 government troops were killed and several wounded near Rimlong, about 60 miles north of Phnom Penh.
Labor leaders vow to fight Nixon wage price controls in courts Congress and on picket lines despite the Fed action freeing 1.8 billion dollars for housing mortgages. AFL-CIO critic says the measure does not help and condemns the rate relief as insufficient.
London reports chaotic scenes as Nixon's economic moves lift the dollar, shrinking buying power across Europe. Tourists hawk possessions to extend roam, with Meany and Woodcock planning a capital strategy against the new program while Agnew defends the plan in Miami.

Hanrahan and 13 other police officials are named in a Cook County special grand jury indictment charging conspiracy to obstruct justice in the Hampton and Clark raid that left two Black Panther leaders dead. The Dec. 4, 1969 raid on Hampton's West Side apartment involved police claim of gunfire and weapons found, while Black Panthers dispute the raid's account.
Aiken County public schools begin classes tomorrow at 8 25 a m with half days today and Friday ending at noon. Regular schedule resumes Monday. St Angela Academy orientates for returning and new students August 30 9 to 11 30 a m. Saint Mary Help of Christians School and St Gerard's School open September 1 at 8 30 a m with 11 30 a m dismissal. Mead Hall opens September 7 at 8 35 a m with full schedule to follow.
A Chinese military delegation led by Li Teh sheng stayed in Bucharest calming Soviet invasion fears. Western analysts view Li's visit as evidence Romania faces no immediate Soviet threat despite warnings. No military aid from Beijing is indicated. Romanians kept to a four day holiday as Danube bridge near the border looms as a potential invasion objective.
