South Carolina faces loss of clout in Congress
The death of Rep Floyd Spence and likely retirement of Sen Strom Thurmond threaten SC clout in Washington. If incumbents win, by 2003 only three lawmakers will have more than 10 years in office, all Democrats, reshaping seniority in a state that backed Bush in 2000. Colleague views vary on seniority’s power.

Redistricting debate centers on GOP plans and punitive measures
MOORE recalled a typical slasher movie scenario as he described GOP redistricting ideas. He noted amendments sponsored by Sen. Joe Wilson that would pair Moore with Sen. Brad Hutto and place Orangeburg with Jackson and Aiken areas. He criticized plans creating incumbent-free districts and punitive moves intended to influence outcomes, saying the Justice Department and courts would review them. Messrs Setzler and Ryberg could not be reached for comment.
