Wayne Allbee 16 faces nine burglary counts and will be tried as an adult after an overnight crime spree on Hilyun Island. His 14 year old brother was charged with one burglary count and released to parents. Investigators seek further charges as $5,000 in goods were stolen.
Jane Emerson, chief executive of Planned Parenthood of South Carolina, is slated to address the Aiken County Democratic Party at 7 p.m. Thursday at 644 York St. Emerson will outline agency programs and services and discuss voter registration and get out the vote efforts. Local candidates will be available to answer questions about issues and platforms.

Aiken Housing Authority earned the 1996 National Association of Housing and Redevelopment Officials Merit Award for Kids Care and Aiken Boxing Club activities in public housing. The program funds tutoring, hot meals after school, and boxing club tutoring with costs covered by the Public Housing Drug Elimination program. Golden Harvest Food Bank donated food for the Kids Care meals.
Two former Klansmen Arthur A. Haley and Hubert Rowell were charged in federal court with conspiring to burn a migrant camp and a predominantly Black Macedonia Baptist church in Bloomville and other civil rights crimes. Haley pleaded not guilty. Rowell arraignment delayed to Tuesday. Both held without bond pending further proceedings.
The state closed last year with a $317 million budget surplus, its second largest ever, but not enough for all funded projects. Comptroller General Earle Morris announced the figure Friday as lawmakers faced heavy fights over prison improvements and other items in the $43 billion budget.
Gov David Beasley faces calls to back a $200 million bond to finance capital improvements at state colleges and universities. Morris says five years since borrowing and urges reexamination after funding needs in higher education, while noting the year's strong finances.
