Columbia AP reports South Carolina launches a state efficiency study to cut costs. The consulting firm cites savings from 18 to 92 million in 12 other states, while Gov West once pegged potential SC savings around 30 million from a 37 member committee of industrialists businessmen and civic leaders.
Gov George C Wallace travels to Hobson City an all black community chartered in 1899 to sign an executive order blocking federal court intervention in the town and Oxford schools He says the move is not about segregation or desegregation and acted on invitations from the two mayors to halt the court plan.
The Commerce Department reports the balance of payments deficit fell to a record low in the second quarter with a $5.766 billion shortfall. In July the deficit rose sharply as factory production and international transactions with governments and banks fluctuated, while General Motors faced ongoing market pressure.
Textile industry leaders say President Nixon's actions on prices may freeze raw cotton costs and worsen conditions for American-made textiles. They contend the move will not solve broader textile and apparel industry problems and could damage some companies.
Defense officials ordered a case by case review of amnesty applications from former servicemen discharged under less than honorable conditions for drug abuse. The process seeks to lift the designation and provide access to rehabilitation programs, as announced to Congress by Deputy Defense Secretary David Packard.
A South Vietnamese veteran group reports Tran Viet Nghia, 36, died in Saigon after setting himself on fire in a downtown intersection in protest of Vice President Nguyen Cao Ky’s disqualification from the October 3 presidential election.
The government pressed on with witness testimonies in the court martial of Capt. Ernest L. Medina at Fort McPherson Georgia as defense objections argued limited relevance to Medina.
Typhoon Rose struck Hong Kong and surrounding waters with 130 mph winds and heavy rain. A ferry capsized, fishing boats wrecked, a US Navy ship driven aground, and more than 200 injured. Death toll includes 75–80 from the Fatshan disaster and a family of five. Affected areas faced floods and landslides, leaving 2,500 homeless.
Aiken team representing the state defeated Meridian 9-2 in the Dixie Youth Baseball World Series first round. Eric Miner hit two homers and Ken Baldwin another home run. The All-Stars have a bye tonight and will rest this afternoon. Page 6 carries last night's game.
The South Carolina reappointment group again debates residency rules for multi county districts. Senator Marion Gressette expects a redrafted clause to pass. The committee has reduced districts from 20 to 18 and aims for a plan acceptable to both houses before the next session.

New York stocks cooled after an explosive Nixon influenced rally. The Dow dipped 0.08 to 888.87 as traders took profits. Monday set a record with 31.73 million shares and 196 block trades of 10,000 plus, with 60,000 transactions overall.
Charleston Catholics were advised not to attend the Saturday wedding of Sen. Ernest Hollings and Rita Liddy. President Nixon summoned key lawmakers including Wilbur Mills to press support for the tax cut portion of his economic package. Labor leaders split with Meany and Nader voicing criticism of favored business aims.
Gov John West joined Georgia, Alabama, Mississippi and Louisiana leaders in opposing busing for desegregation. He denounced the Nixon White House atmosphere of confusion and said he will meet with 93 district superintendents to finalize plans for the next school year. He reaffirmed support for neighborhood schools and opposed busing except where absolutely necessary.
