The city revisits downtown property in the Renaissance redevelopment framework and December 2017 update, with ex City Manager John Klimm noting selling surplus city property as significant. Human trafficking affects about 20 million worldwide with most SC cases tied to sex trafficking often linked to massage and spa businesses. In 2017 SC reported 127 cases, mostly female victims and employer-perpetrators, with minor cases driven by guardians seeking money or drugs. Signs include fear of a caregiver, abuse marks, and avoidance of eye contact.
Aiken County faces ongoing concerns over human trafficking with advocates pointing to hotspots near Columbia and Charlotte. The Cumbee Center reports victims often do not identify as victims, complicating outreach. Aiken County’s latest case involved two men charged with 10 counts each for trafficking three women. The 2nd Judicial Circuit Human Trafficking Task Force, chaired by Capt. Burgess and Officer Hunter, coordinates local efforts amid data gaps and legislative changes aimed at improving victim referral and stiffening penalties for trafficking minors.
