The Reagan administration moves to resume nonlethal support for the Contras amid debate over NSC behavior and potential policy violations. President Reagan signed a 1986 87 foreign aid bill authorizing 27 million in nonlethal aid for about 15 000 rebels as NSC aides reportedly advised on funding and operations.
In Managua 29 American peace activists and 18 reporters were freed after a day of captivity along the San Juan River. Witness for Peace said the captors identified as independent anti Communists, not ARDE led by Eden Pastora, and the group planned to continue to San Carlos before leaving Nicaragua.
Charles Widener fire chief relays owner Sammy Burris to choose contractor from two equal bids of 5500 for Wagener theater demolition. Bids from Starnes and Son of Wagener and Riley Construction Co. of Lexington. Bond requirement disputed by councils, with Burris to start within 30 days.
