In Santa Monica AP reports Roman Polanski pleaded guilty to unlawful sexual intercourse with a 13 year old girl and could face up to 50 years in prison or commitment to a state mental hospital or deportation. Superior Court Judge Lawrence J. Rittenband ordered two psychiatrists to evaluate whether he is a mentally disordered sex offender with a report due September 19.
Secretary of State Cyrus E. Vance travels to Israel carrying notes on possible Palestinian concessions. An Israeli official warned that reports of recognition would not alter Israel’s stance against negotiating with the PLO, suggesting a potential clash in the peace process.

South Carolina agriculture commissioner G. Bryan Patrick Jr told the Aiken Rotary Club that the drought will affect all sectors of the economy. He urged USDA to declare the state a disaster area as counties gain access to emergency livestock feed and low interest loans. He cited widespread crop and livestock losses and said farming remains a high risk, with spiraling operation costs depressing new entrants.
President Carter signed the 10.2 billion public works appropriations bill at his Plains home. The measure funds the Richard B. Russell Dam on the Savannah River and the Barnwell nuclear fuel reprocessing plant with 21 million and 14 million dollars respectively for fiscal 1977-78.
President Carter opposes federal funding for multiple nuclear facilities and water projects including the Clinch River reactor and Russell Dam. Hamilton Jordan reportedly struck a compromise to kill funding for Clinch River, drawing disappointment from Rep. Butler Derrick Jr. who led the Russell Dam fight. Derrick declined comment.
