State lawmakers debate residency rules for Natural Resources Department officers. Rep. Charlie Sharpe notes shortages in some counties and leads legislation in the House Agriculture, Natural Resources and Environmental Affairs Committee to change the policy.
Rain from Hurricane Erin last week bolstered crops statewide and the weekend sun spurred harvesting. Corn harvesting slowed by heavy rains, but overall crop conditions remained fair to good, according to the South Carolina Agricultural Statistics Bureau in its weekly bulletin.
South Carolina health officials warn anyone who touched a rabid cat at the In N Out Minimart on West McGregor Street to seek immediate care. The cat shot lab tests confirmed rabid by DHEC, two people scratched by the animal are receiving rabies treatment as authorities search for additional contacts. The cat behaved aggressively, chasing people and biting tires, officials said.

More than 100000 Serb refugees flee Croatia as UN reports shelling of fleeing crowds. A Croatian offensive expands Serb-held territory, sending civilians toward Serblands in Bosnia and Serbia. Estimates suggest up to 120000 Serbs on the move with tens of thousands of Muslims also fleeing Bihać area. Cars 30 miles long clog the Bosnia Serbia border amid mounting aid concerns.
A Southern Regional Education Board report shows South Carolina teachers average 30 341 annually placing the state 11th in the region and in the bottom third of SREB states for the first time in a decade. Palmetto State Teacher Organization leader Elizabeth Grossette notes salaries rise but slower recently.
The regional education board notes SC teacher salaries trail national and Southern averages. In fall 1904 about 9 520 teachers worked in South Carolina. The board cites elimination of a performance incentive program as a factor in the drop.
The report noted a dry official tally of 13 inches at Bush Field yet residents in Aiken and Augusta saw heavy downpours. Travel on USS 1 slowed around 3 p.m. as more rain spread across the county. Forecasts predict continued cloudiness and a 50 percent chance of showers through Saturday.
New Ellenton Middle School Principal Gayle Gulick oversees removal of the Hawthorne wing built in the early 1910s as part of a 4 million renovation. Seventh and fifth graders remain on site in portable classrooms while sixth graders move to Greendale Elementary until completion expected in fall 1996.
