Heavy rains and flooding struck northwestern South Carolina late Sunday into today. Streets were closed and homes threatened in low lying areas but no injuries were reported. By 8 a.m. waters seemed to retreat as rainfall subsided. A flash flood watch remained for the mountains and foothills with warnings in Greenville, Pickens, and Oconee counties.

School Suit May Allow Amendment Over Taxing Authority

School board attorney William H.
