South Carolina Legislators Defeat Charity Raffle Bills
Lawmakers killed three efforts to legalize charity raffles in South Carolina on Thursday. The House refused to consider measures for churches schools and other nonprofits to raise funds by raffles, leaving only the state lottery as legal. Several bills stalled by procedural rules and the crossover deadline, with votes short of the two thirds needed to advance or waive calendar placement.

Bill to pull dropouts licenses OK'd in South Carolina
The South Carolina House approved a measure by 67 to 29 to suspend drivers licenses of teens who drop out, are expelled, or have more than seven unexcused absences. The bill, set to take effect August 2011, would require schools to report such absences to the DMV within 14 days and includes a second vote before Senate consideration. Opponents warn of potential gambling spillover to fundraisers, while supporters cite charity needs.
