Whistleblowers Echo Cynicism Over Waste and Misconduct
A survey of 8500 federal workers found 45 percent aware of theft or mismanagement in the past year. Most who witnessed abuses kept silent, fearing futility or retaliation, while about half saw no corrections and one in five faced reprisal. The Reagan era could strengthen support for whistle-blowers through firm commitment and rewards.
