Tommy Gibbs, 61, will travel to Washington to receive a congressional medal for bravery he earned as a fourth grader in 1948. The delay, delays and advocacy by state Rep. Skipper Perry and Rep. Lindsey Graham's staff helped secure the long overdue honor at a Justice Department ceremony with Attorney General Janet Reno.
