Contract talks start for more than 600000 postal workers as two unions push for sizable wage gains. Postmaster General Tisch seeks moderate restraint to avoid higher 1988 mail rates, citing wage costs to align with private couriers.
Sen. John Land says he is done pushing a mandatory seat belt provision after it failed to pass with a bill to raise rural interstate speed limits. Senate Transportation Committee approved the speed limit increase but rejected the seat belt amendment, while Land argues the push raised belt use awareness and could save lives. Sen. Joe Wilson contends the belt requirement blocked the popular speed bill.

The Commerce Department reports a 4.3 percent annual GNP rise for Q1 1987 driven mainly by a large restocking of inventories. Despite the uptick, analysts warn the gain may reverse as final sales fell 2.2 percent and inflation rose 3.6 percent amid higher energy costs. The trade deficit narrowed by 13.8 billion, with imports dropping 11.1 percent.
Negotiators for Mack Trucks and the United Auto Workers reached a tentative understanding on a new labor agreement, pending final approval and local ratification. Mediator William Usery Jr. said consensus was achieved on major points, with details to be discussed with local union leaders.

Evangelist Billy Graham opened press questions but declined to discuss other ministers. He emphasized his eight day South Carolina crusade marks a turning point and roots deep in the state as he return to the site of his first stadium crusade 37 years ago.
