Washington AP The government’s top doctor gave the first test shot of swine flu vaccine and took the second dose himself. Dr Theodore Cooper said a $135 million mass immunization plan is needed as a possible next winter epidemic remains uncertain. He cautioned against doing nothing. Cooper administered the shot to Dr Harry M Meyer Jr who leads FDA’s safety division.
