Budget Bill Faces Tax Rise Risk in South Carolina
A state budget bill advancing to the Senate Finance Committee could pave the way for a tax increase next year, with Gov. James B. Edwards vowing to veto if reserve expenditures exceed 13.5 million and if a proposed constitutional amendment on reserves is not approved. The plan allocates 1.3 billion in spending for the new fiscal year with 12.7 million set to agencies to avoid layoffs. The panel doubts raiding the reserve fund and contemplates exempting seniors from certain fuel taxes.
