Patrick L Napolitan of Aiken Winery Inc seeks approval to open a winery and retail shop at 137 Laurens St NW in a brick warehouse behind the Carriage House Inn. The 1560 square foot building would include a secured wine storage area and front retail displays for public sales. Wine production would occur on site with no waste products noted.

Ruth Herrera, creator of Cobalt Cat Glass Designs, showcases original stained glass works at the Aiken Center for the Arts Artists Showcase on April 23 4. Her pieces include Port Hole inspired by her submariner husband Hank who works at Savannah River Site after a Navy career. Herrera explains staining, sandblasting and etching add depth and that commissions range from 75 to 100 dollars per square foot.
South Carolina lawmakers fought a video gambling plan as anti-gambling senators pressed to block proposed regulations citing growth in the industry. Revenue figures show last year’s bets at 2.5 billion with 700 million in the last quarter of 1998 from nearly 30 thousand machines. Legislative debate extended for hours as leaders warned about deregulation while Gov Hodges called for stronger laws and new taxes to fund education. Proposals include a 10 percent tax, payout limits lifting, casino bans phased in, and a 2000 referendum, with a ban on ads and updated machine limits.
Tim Garvin of the Volunteer Income Tax Assistance program warns about looming tax day. VITA volunteers, many retirees, helped over 800 residents last year and expect more in 1999. Volunteers will staff the H O Weeks Activities Center Thursday from 9 to 5 and the Laurens Street Post Office from 6 to 8 pm to assist with last minute forms and extensions.
Twenty downtown Aiken businesses will absorb sales tax for customers on tax day. Janet Morris of the Aiken Downtown Development Association says the move aims to ease stress on April 15. Participating firms include the Aiken Antique Mall and the Aiken Center for the Arts.
The Aiken City Council unanimously passed the first reading of an ordinance to amend Subdivision Regulations to Land Development Regulations to align with state law. Definitions will be clarified and small-issue appeals will move from the Council to the Circuit Court. A second reading is set for April 26.
