Troops move to encircle Saddam in Baghdad advance
American forces pushed toward Baghdad with converging southern columns and claimed a double blow to Republican Guard divisions. A Army helicopter was shot down killing seven of its eleven crew as bombs rocked the capital. Brig. Gen. Vincent Brooks said the dagger is pointed at Saddam Hussein’s regime while troops entered the red zone near the city.

Lottery funds to repair buses amid state budget crisis
State Education Superintendent Inez Tenenbaum said she plans to use 10 million in lottery funds earmarked for new buses to repair older vehicles in the state fleet. Rep. Roland Smith questioned the use, noting it wasn’t for new buses. The General Assembly had appropriated 23 million in lottery funds plus about 3 million from unclaimed prizes for buses, but intent was for new buses.
