Panel Warns Drug Curb Is Almost Insurmountable

A seven member congressional panel returning from a 2600 mile border tour said stopping illicit drugs and illegal entrants by present methods is almost insurmountable. They praised INS Customs and DEA efforts but noted 5 to 6 tons of heroin enter annually with only 200 pounds intercepted last year. They urged source controls at poppy farms and plan a Golden Triangle trip with DEA Customs and INS chiefs.

Kinney to Present City Budget For 1978

Mayor Harry Kinney will present a 121 million dollar city operating budget including enterprise funds and a 7 percent wage rise for unionized workers. The plan also shows 3 percent COLA for non union staff and funds to support 530 police officers. Kinney warns of resource depletion in 1979 and hints at a possible half cent local sales tax.

Gromyko Denies US Arms Proposal Rejection

Soviet Foreign Minister Andrei Gromyko said Moscow rejected American arms limits as unfair and inconsistent. He disputed Cyrus Vance’s claim that the Russians spurned a broad package, insisting no such plan was proposed to the Soviet leadership. Vance, after Moscow talks, said the US offered a fair package and left for Bonn and London to brief allies.
