A new city and town law simplifies how municipalities annex territory. City councils or town boards draft an ordinance annexing the area, and if no objections arise the matter settles. Objections may trigger a circuit court appeal within ten days, where a majority of property owners can block or allow annexation pending safety and welfare considerations.
