Tax on Property for Civil War Loans in Adams County

October 30 1801 a letter to Adams County Commissioners explains a one half mill tax on property to fund interest and principal on a three million dollar loan issued May 18 1861 to support military forces. The tax is a separate fund, kept distinct from the two and a half mill state tax, and its collection and accounting must be itemized in all reports. The Treasurer Henry L.
