Nowata October description. Hugh Owen, 48, Nowata county sheriff, was shot dead as he tried to arrest two robbery suspects at a farmhouse ten miles east of Nowata. Deputy Lupfer and Patrolman Kannady were nearby. the two suspects escaped in a Plymouth sedan. Police sought two men, one armed with a shotgun, the other with a pistol, after robbing Gene Rose and Stewart Spangler of seven dollars and fifty cents earlier that night.
