France and Great Britain have given Russia until Monday to decide if Moscow will join a joint recovery plan for postwar Europe with American help or face continental reconstruction without the Soviet Union.
London dispatch reports Foreign Secretary Bevin declining to speculate on Molotov meeting with Bidault and Bevin to discuss Marshall plan aid for Europe. He said a reply from Moscow is needed before comment. The note proposed a three foreign ministers meeting, possibly in London or Paris, with Russia not initially viewed as essential.
Paralysis spreads as the seven day transport strike continues in St Louis with department stores reporting millions in lost business and 30 to 40 percent lower trade. Health officials warn delays in hospital and clinic visits as city ambulances and cars supplement public transport during talks between the city and Public Service Company and drivers.
The Senate Judiciary Committee voted 10 to 1 to recommend Jed Johnson of Oklahoma for a U S customs court judgeship. Harold L. Ickes opposed. Johnson had chaired a subcommittee that often cut Ickes budget. Chairman Cooper led the favorable subcommittee report. The panel sent it to the full Senate for action.

The House Indians affairs subcommittee orders further study of a bill directing the sale of 320 acres of jointly owned Kiowa Comanche and Apache land to Lawton Oklahoma. Land appraised at 355 dollars per acre for municipal use, up to 750 dollars for townsite use, with Native tribes hoping for higher bids. The Indian office opposes, saying competitive bidding could yield more. Committee postpones action until tribal testimony is heard.
American World Airways says 15 people died in a Constellation Eclipse crash in Syria while en route from Karachi to Istanbul. Nineteen passengers and three crew members survived. Initial reports feared it involved Pan American’s Clipper America flight.
Senator Vandenberg’s plan for a bipartisan survey of how much aid the United States can safely provide abroad appears likely to receive state department backing. Undersecretary Clayton called the concept wise while noting debate on the scope and a plan for bipartisan input. Marshall and aides will refine the approach before cabinet discussion with Vandenberg.

The board will organize confer with presidents and review budgets to map a program as accreditors warned of instability. Senator Buck predicts Senate passage of a house approved rent control bill to extend controls eight months and allow permissive increases up to 15 percent. The measure, a compromise with the house, ends government controls on commercial construction and faces a possible veto by President Truman.
The interstate commerce commission ordered 45 000 miles of track equipped with automatic block signals speeds and train stops or cab signals. Freight lines at 50 mph and faster passenger lines at 60 mph and trains at 80 mph or more require protection with immediate effect and a compliance deadline by December 31 1952. Carriers may appeal to the full commission.
June 19 report that the Stringtown sub-prison near McAlester returns to state control with all property. Used by the army as a World War II POW camp, it will become a rehabilitation center for first-term prisoners, per W. Russell Bergman, state affairs board chairman.
