The Agriculture Department outlined a sugar payment plan tied to 1977 crops that would provide up to 250 million dollars in subsidies to sugar beet and sugar cane processors who pass most funds to growers. Public comment runs through July 14.
The Agriculture Department estimated 1977 78 world grain output at 1 087 2 million metric tons, under last season ifo record, with consumption at 1 057 million tons. A new World Food and Agricultural Outlook board was announced by Agriculture Secretary Bob Bergland to centralize periodic reports.
The Agriculture Department rebutted Justice Department claims that federal price supports and marketing orders inflate costs and create milk surpluses. USDA argued milk supplies were generally tight 1973 to 1976 with surpluses only episodic, and that price increases since 1967 lag other beverages. Butter output rose in April to 100.5 million pounds and cheese to 301.9 million pounds, signaling rising production and efficiency in dairy.
Deputy Secretary John White says the Soviet Union will not renege on the five year buy agreement for six million tons of wheat and corn annually. He notes 1977 Soviet grain output around 215 million metric tons and a forecast bumper U S wheat crop as prices fall. The Soviets have bought slightly over the minimum this year, seeking a reliable supply.
