The Postal Rate Commission approved about 42.6 billion in increased mail rates with most becoming permanent. The 8 cent letter and 11 cent airmail rates would take effect unless rejected by the Postal Service Board of Governors. Critics including magazine publishers and other mailers protested the broad use of second class rates.
