In Muskogee dated December 27, a recent whipping at Antlers Oklahoma, hometown of Major Victor M. Locke Jr., stirred memories of Choctaw justice. It notes harsh laws: 100 lashes for first horse theft, then death for repeat offenses, and contrasts Cherokee hangings.
