Budget Row Over Children's Aid, Barrie Reform Move

Reeve Hinton charged the Children's Aid Society with empire building as its 50 percent budget rise to 90 000 drew scrutiny at Halton County Council. He said the society did not present its budget at the annual meeting and floated a new constitution with by laws passed without notice. The debate tied to City of Barrie efforts to amend the Child Welfare Act to restore municipal control of social service agencies. Deputy Reeve Rogers pressed for financial oversight as Milton’s Ledwith opposed county endorsement, noting six board seats without progress. Reeve Hinton argued that rising service demands do not justify a 90 000 increase.
