Washington reports that peace is unlikely as Spain shows no overtures while U S forces press for a stronger campaign. Madrid notes defense works boosted at ports and reports of indemnity demands stir public opinion. Events across London Madrid and Washington detail censorship, unrest, and naval actions near Santiago de Cuba.
A pair of dispatches from Washington on July 18 report Secretary Gage and Assistant Secretary Howell analyzing Cuban tariff effects on Spain and other nations. They decided to keep current Cuban rate schedules for ships to Cuba and to adjust port dues only if rates prove excessive, with a telegram permitting U S and neutral vessels to supply Santiago. It notes communication challenges with Spanish troops around Guantanamo and the surrender of Toral’s forces, plus reports of lighthouses burned by Spanish keepers and gun batteries blown up near Guantanamo. Clara Barton telegram mentions Navy support and discharge of Texas patients, with caution on nonimmune personnel.
A decree bans publishing writings engravings or designs without prior military authorization. It forbids distributing any such materials and specifies the penalties for violations. The order emphasizes enforcement and potential punishment for noncompliance by individuals or groups.
Materials for wharves, rails, lumber and gear were loaded for the Panama mission. One hundred craftsmen and 250 laborers under Lieut Williams embarked aboard the Panama, which sails for Santiago. Tug Britannia and Gladtssen with five lighters start, while reports say Santiago lighters are lost and Berlin may carry remaining cargo.
The Bennington, sailing Thursday, is expected to appear at Puget Sound ports such as Port Townsend. Rumors mention locating a Spanish privateer recently noted by the Examiner. Wheeling was dispatched earlier to Puget Sound to protect American interests. how the two ships will coordinate remains undisclosed.
Ten bodies, last of the victims, were recovered after a tunnel explosion near Cleveland. Rescuers found them slightly burned, brought to shore on a hand car, amid a massive, anguished crowd. Police struggled to control the frenzied relatives and friends.
