Payne Tariff Bill Viewed by Franklin Pierce
The Payne tariff bill would tax tea imports and largely shield private interests. The author argues it raises prices for 90 million consumers, yields little revenue, and sustains high duties on woolens, glass, and cotton goods while expanding protections for domestic producers.
