Pittsburgh March 26 The Railroad Administration plans to carry out as much of its improvement program as possible to keep labor employed and roads in repair. Walker D Hines director general of railroads urged public understanding of wartime railroad problems and suggested private operation under public regulation as a permanent solution. He stressed self financing despite funding gaps and insisted improvement work continues rather than being halted.
