Bond Plan Would Refunding U S Bonded Debt Raise Tax Revenue

New York banker Jules W. Bache told the Ways and Means Committee a 60 year bond issue could retire 2 percent of Liberty bonds annually and bring them to par. He proposed a 1 percent sales tax and flat 5 percent income tax with a $5 exemption plus tariffs and continued excess taxes to raise about 3.5 billion dollars yearly.
