Winnipeg Crisis and the Citizens' Committee of One Thousand
The Citizens' Committee of One Thousand formed to defend public services during a citywide strike in Winnipeg. Volunteers staffed fire halls, maintained milk and bread deliveries, and protected water and power services while police and militia were strained. The strike halted newspapers briefly, prompting a free distribution newspaper to keep the public informed.
