Medical men and the Gospel of Salvation in island regions
From Irish dispatches rebellion is quelled but party strife persists. Union plans reemerge in Irish papers as a focal political issue. Holt’s capture starts a wave of depredations by Maguire and followers, with several criminals seized. Evacuation of St Domingo sparks talk of a Black general leading a large free colored army. Freedmen must contract five years with masters, keeping four fifths of produce to cover subsistence. A Black colony may form under British protection, with Hedouville replaced.

Meeting on loan plans before Pitt signals multi‑million request

Pitt stated a 14 million pound need for Great Britain and 2 million for Ireland, with a possible extra 2.5 million pound credit for additional subsidies or port improvements. He proposed borrowing up to 3 million now and 15 million later, provoking dismay among some gentlemen. A Whig Club meeting chaired by Lord Holland followed with Mr. Fox addressing Grattan and Liberty friends in Ireland.
